I hate to see anyone frustrated when working on a project. I had this question on our community and thought that I would share the solution with everyone. It is one of those things that you don't even question again after you learn it because it is that easy. However, if you don't know where to go it can lead to many hours of speaking to the computer screen (if you know what I mean). So the question was really two different ones.
The first was how to have some dimensions with fractions and others on the same drawing in decimal form. This is accomplished by using different "styles" in Inventor for the different dimension. There is always a "default" and you want to figure out which style that most of the dimensions will fall under and use that one. I am not going into detail on adding or customizing styles in this blog, but I will hopefully give you a comfort level with how they work. In this example most of my dimensions are going to be decimal and it is easy as just adding dimensions. Most of the templates will default to decimal style
ANSI as standard.

So to change one to fraction from decimal is as easy as the video shows below:
The second part of the question was how to add or control tolerances on some dimensions. This can be done as a default but then every dimension would have a tolerance. Most companies that I have worked for prefer to just put the default tolerance in a note at the bottom of the drawing. It usually goes something like this "All dimensions have a tolerance of + or - .01 in unless otherwise noted. So to add a tolerance that is different you would follow the video below:
